Multiple TAP::Formatters

Hi all,

I've raised the idea of supporting multiple TAP output formatters for a given test run in the past, with some positive response:

What's more, there seems to be some demand for it from outside this list:

So I wanted to collect my thoughts & share them in the hopes of generating an agreement on the API & how to go about implementing it.  I won't have time to work on this for a while, but given how long it took to get the source handler stuff done that shouldn't be a problem.  ;-)
