Yeah.. it turns out that the Perl source has an *explicit* list of
every executable and only things on that list get set +x in the
tarball.  So anything added to the repo with a +x won't keep that +x
in the tarball.

I plan to update the Perl release manager's guide and write some tests
to detect the situation in the future.
