To me, it tends to convey a "minor" fix to 3.15 -- in this case,
fixing tests, not changing functionality. But that could just as
easily be 3.16 if you want to save 3.XX_YY for alphas and keep 3.XX
for releases.
In any case, T::H is still my blocker on toolchain stuff I want to get
into 5.10.1. (I need that PERL5LIB/@INC fix). So I'd rather get a
quick release just to address the silly test failures before any new
features like PHP love are added. Not that PHP isn't important, but I
don't think it's as urgent.
