Path to T::H 3.15?

The next versions of Module::Build and CPANPLUS::Dist::Build are
blocking waiting for Test::Harness 3.15.  AndyA said he'd have a
release out in a couple days and that was a week ago or so.

What's blocking 3.15 and what can be done to get it fixed up and out
the door.  The M::B and C::D::B changes will mean that M::B can
*finally* upgrade itself on CPANPLUS, so it would be nice to get these
out before the 5.10.1 code freeze.
