Perl's not the only TAP source

At one point, I was trying to run prove using a different perl than the 
harness perl and having a hard time of that.  If this is still 
difficult, it might be a good place to start.

The parrot folks might also have some insights.  I think they're still 
wrapping a few things in Perl just to make the harness work.
