3.11 test failures

This is that problematic inc-propagation.t test. We've seen its  
handiwork before...

It could do with being less fragile if anyone fancies looking at it.

This one's a bit odd. I tested on XP/Cygwin, XP/Strawberry and XP/ 
ActivePerl before making the release. Not sure what's happening there  
but I'll ping the tester to see if I can find out more. Unless we get  
more the same I'm not /too/ worried about it though.
