IIRC, it has breakage with spaces in filenames elsewhere.  Given 
appropriate tests, I think we could do the refactor "in the dark" (with 
respect to VMS) and get it right.

At the moment, there is a "xt/incoming/fail this.t", which won't work in 
the MANIFEST.
