3.11 soon

I'd like to release 3.11 pretty soon - probably before merging Steve's  
work. Reason: there are quite a few changes in there already and I'd  
rather give those changes some public exposure before making a release  
that also includes Steve's refactoring. So I'm thinking 3.11 in the  
next day or so and then 3.12 with Steve's changes as soon as the dust  
settles.

As far as I know the only risky thing in 3.11 is Eric's command line  
processing changes in relation to VMS. The VMS tests aren't working at  
the moment because Perl seems to be broken or missing on the HP  
TestDrive boxes we use. I've mailed TestDrive support but have, as  
yet, had no reply. I don't think TestDrive is heavily staffed and,  
based on past performance, I expect they'll reply eventually - but I  
don't want that to block a release.

My understanding of the VMS Perl community is that it wouldn't be the  
end of the world if 3.11 breaks on VMS. I don't think that the Perl  
using VMS world lives much on the bleeding edge anyway. If 3.11 fails  
on VMS we'll get to hear about it and anyone who is desperate can use  
3.10 while we fix it.

So I'd like to push 3.11 out today or tomorrow and then solicit help  
from VMS Perl world to test it.
