[BUG] TEST_VERBOSE regression?

I've noticed that there was no action on this ticket:

In digging through the old code, I note that if the harness was run in
verbose mode, $Test::Harness::verbose was set to true and
$ENV{TEST_VERBOSE} was also set to true.  This no longer appears to be
occurring.  We're trying to suppress certain diagnostic messages when
in verbose mode, but the test can no longer determine if it's being
used in said mode or not.
