It's been sitting in the repo for most of the week - but I forgot to  
mention it here I think.

The supported syntax is

pragma +|-somepragma [, +|-otherpragma ...]

The only supported pragma is 'strict' - which makes the parser fault  
any unrecognised TAP input.

'pragma' is only available in TAP V13 or later.
