End of life for pre 5.6?

The main con is that anyone running some smokes against older perls 
cannot use the new harness features to do it.

We should be able to test with a perl which isn't the one running 
TAP::Harness though.  I'm not sure if there's any coverage for that 
case since the last time I messed with xt/perls/.

Given the ability to run 5.6 tests from a harness running in 5.10, 
there's not a lot of reason to provide new features in the harness for 
5.6.
