Well, it's not how I would have done it had I done it, but AndyA would
have to create http://svn.hexten.net/tapx-p and grant write bits on
that. (And he would need to tell me that he is done chastising his

Well, one of my concerns is that Parallel might want to do something
fancy such as depend on modules from CPAN. Thus, the separate distro.
Also, "A separate distro sets a good precedent for TAP::Harness".
Another of my concerns is the .perltidyrc, which is not an issue if the
code is in my repository.
