Indeed. I'm fine with using IRC to quickly resolve issues and have  
lightning discussions about, e.g. what's the best way to do X - but  
we've ended up ratifying (largely by default) significant decisions  
on the basis of IRC discussions that never appear on the list.

I understand that mailing lists aren't everyone's cup of tea and that  
IRC discussions tend to converge more quickly - but we should be  
rigourous about making sure anything significant is discussed on the  
list where everyone can see what's being proposed.
