OK, I'll buy that. I'm still uneasy about the self certification aspect.

Does cpan just look at the exit code from make test / ./Build test to  
decide whether the tests passed? If so - and we release a version  
that always exits with zero on some random platform then that would  
get installed.

Maybe I should stop worrying about it and get back to making coverage  
graphs ;)
