Quite. That's my point. The most likely scenario for even having a
broken T::H installed is because we missed it last time because we
were self certifying.
It is relatively easy for us to fool ourselves we're working - we can
be broken in a way that doesn't allow said brokeness to be detected.
It is harder for us to fool a working T::H.
