Also happy on ActiveState (nmake and Build) and cygwin.

So the only borkedness that we know about just now is VMS.

A number of fairly serious nasties have been fixed since 03 so I'm  
going to cut another release.

I expect we're still failing on VMS but I want to get another release  
out for everyone else.
