1.  Fix the fact that Getopt::Long breaks error handling
2.  Refactor usage of Getopt::Long
  a. general cleanliness of separating @options and GetOptions()
  b. local @ARGV
  c. encapsulate the mess necessitated by #1

I really thought it was pretty self-explanatory and/or that the comments 
had it covered.  If not, please explain what I need to explain.
