When is "eventually"?

So what does this mean for T::H 3.0 and "how much blows up" on release?  
How many modules *depend* on the "nearly nobody" set?

I don't think anyone is smoking cpan against Test::Harness 2.99_0n.  
Unless we plan to release a copy of the old T::H as 3.01 the day after, 
I would be somewhat leery of throwing the switch and repeating the 
Test::More 0.72 thing.
