Test file numbers

I confess that I'm the guy who set up the numbered tests and I'm quite
ambivalent about them.  If 000 doesn't pass then perhaps we need it to
bail out.

More importantly, that's related of a commonly requested feature: 
"pre" and "post" actions.  People often want to set up the test
database before they run tests and then tear it down at the end.  Or
maybe they'll do sanity testing of their environment and bail out or
something.  Who knows?  Andy A put support in their that should make
this easy to do, but since it's not a blocker for TH3, I wouldn't worry
about it.

Speaking of TH3, what are the chances that we can ship by this weekend?
 I know we need another test run on VMS.  What else?
