[785] Allow TODO in PLAN in TAP version 12.

Been out of touch (again) as I'm enjoying yet another week off.  Couple this with having finally got a new grant committee secretary and I'm really, really enjoying no responsibility.

On the down side, this means that you're sitting here high and dry, all on your own :(
