[tapx-dev] Responding to "Help Us With Test::Harness 3.0"

Having read Ovid's posting on Perlmonks, I decided to check out
TAP-Parser's trunk from the repository link he provided. What
follows, therefore, are absolute first impressions:
1. The README is boilerplate. It says nothing specific about
TAP-Parser, Test::Harness, etc.
2. When I call "perl Makefile.PL", I am immediately told: "Optional
ExtUtils::MakeMaker::Coverage not available". The message doesn't
give me a hint as to why this might be a problem. There's no
discussion of it in the README or in 'perldoc lib/TAP/Parser.pm', and
I can't even find it in the code by grep-ping. So what is that all
about?
3. The above call asks me if I want to install 'runtests'. I said
yes, because I've been following the discussion on perl.qa, so I have
an idea what 'runtests' is all about. But that, too, is something
which should be discussed in the README.
4. What is the purpose of the 'patches' directory? This, too, is
something which should be addressed in the README or in the POD.
