That seems to fix it. And we now know that we have no test coverage for
the -exec functionality. I'll look at that now.

There's also quite a lot of code in runtests that we have no coverage
for. That wasn't the problem this time but it's a concern.

I'm tempted to split runtests in a very small command line program and
put the bulk of the functionality into TAP::App::Runtests for ease of
reaching inside and testing its guts - unless anyone has a better idea.
