[tapx-dev] runtests exit status

I've just noticed that runtests doesn't return non-zero exit status  
if tests fail. I foolishly assumed it did. Given that prove does I  
can't see any reason runtests wouldn't.

An unfortunate consequence of that is that the tests have been  
failing under runtests and my silly smoke script hasn't noticed. I'll  
add exit status to runtests and then look at the test failure.
