I'm still tracking down the root cause. I committed that patch so the  
tests run cleanly under runtests - because I've added a dogfood self  
test to the automated testing.

It's a quoting issue of some sort. The diagnostics are going through  
two levels of interpretation - because we echo them as part of the  
output from t/020-regression.t. Just investigating the exact cause now.
