[tapx-dev] Makefile.PL vs Build.PL again

Are we okay with using 'passthrough' for the create_makefile_pl ?

I would like to add 'testruntests' as a build target to run our own 
tests with runtests.  This of course would not be supported in the 
'traditional' makefile scheme, though that's not a big deal.

Also, do we have any reason to *not* install 'runtests'?
